La Serena represents one of the clearly defined areas of the Extremadura territory, fundamentally: extreme DEMOGRAPHIC WEAKNESS, RURAL CHARACTER of the settlements and strong CLIMATIC CHARACTERISTICS. To face this situation, the main PURPOSES of the plan are: MAINTAINING the population, STRENGTHENING and MODERNIZATION of the relational system, ACTIVATION of recreation areas in natural spaces, implementation of a strong HOUSING POLICY and generation of spaces for ECONOMIC ACTIVITIES.
